Is there any information on whether or not Lucis tools will be required to progress, or are these just pre expansion vanity?

Just vanity.
I highly doubt they'll be needed to get to lvl 60.
I'm sure it will be possible to head into the next tier of crafting without them, but it will be harder to get there without them.
Lucis are actually rather easy to acquire.
Supra aren't too hard either.
The hardest part of the Lucis is getting all the materials. In particular, the Moonstones. They're not hard to get, just somewhat time consuming and you sort of have to focus upon them. Ignore the one you can get daily from the Ixali quests; you need 20 per Lucis, or 160 for the whole set of crafting tools, adding another 60 on for the three gathering tools. That's jut too many for the daily Ixali quest to supply them all, so GC seals are the way to go. With the need for 60 of the other things (such as Duck Bones) per Lucis, you've either got to do a lot of Hunting, Leves, or go back to the Moonstone standby, GC seals.
Fastest way I know of for the GC seals is the Madman's whispering Rod. You can make 25 of them per game day if you gather the Thavnairian Mistletoe, Vampire Plants, and Trilium Bulbs yourself. Main cost is going to be the Crystals. That can be offset if you use a set of the i55 gear for spiritbonding purposes.

lucis will have its place but will not be neededim sure, but for all us who got them im sure there helpful
strange awareness of ghosts that no longer haunt this shell.
If the lucis tools are the crafting relic and players will be rewarded for having their zodiac in 3.0,i don't see why the lucis would be any different. I'll go so far as to stay that the lucis will be a 1 to 1 trade in for the level 60 AF main hand, without it; the player will probably be required to complete a tedious quest line.
Edit: Think of 3.0 as a soft reset, players won't have to do ALL of the 2.0 content but some of it. Supra will get nerfed drastically but i don't see lucis being nerfed since it is already incredibly easy to obtain.
Considering that any NQ token can be handed in for the 3 bought items and the hard-to-find item in the recipe, I'd have to say that any 4 star item is harder to get.
Lucis is only time consuming, due to the sheer number of Moonstones and "Duck Bone" (and similar items for the other crafts) and the need to craft 20 tokens. That's not difficulty, that's tedium.
Yea I'm with you. The Moonstones are the painful part. Even the leves I did for the tokens weren't that bad if you selected the easiest crafts for the leves. The turn-ins themselves are a compromise between the Master I turn ins and the Master II tur ins: They aren't as easy as the Master Is and not as punishing/costly as the Master IIs.Considering that any NQ token can be handed in for the 3 bought items and the hard-to-find item in the recipe, I'd have to say that any 4 star item is harder to get.

I mean, I know a few people that had all their Lucis tools within 3 days of the patch. I couldn't be bothered to spend that much time on something that isn't necessary for 4* crafting, but it's to show it's doable.
I've found for the Moonstones doing a few maps kills the tedium of spamming GC seals.
