Dude this is not shocking imo.
From 115 to 135 weapon my dps increased from 490 to 530 in average T10 runs for example. Fact is i can hit 560 if i feel sexy. Ii admit that I tend to be a bit lazy now that the stress is gone
My average Fire I without crit was 1090ish with the Nexus and it is 1205 now (If this ever makes sense as im stacking SSp not DET)
your 10% "only" increase doesnt seem abnormal :-) it is already a big jump.
I raised the ilvl of my belt by 22% and didn't see anywhere near a 22% increase in damage, the system is broken!!!!
You also realize +2-3 dmg on the weapon at ilvl 80-90 is a more significant increase than the same increase at 125-135. In order for the DPS increase to be linear with ilvl, it would have to scale the DMG of the weapon instead.
Since they are making the DMG static with ilvl increase, the returns to DPS will be the stat that scales. And it will in effect be diminishing returns as the base damage increases, the 2-3 point increases become less % of an improvement.

Take away Spell Speed from a BLM and see how he feels about secondary stats being irrelevant.
As for your "scaling" - I guess you don't realize that a smaller % increase of a big number can be equivalent to a bigger % increase of a small number. Basic math, as you said right?
Do you have documentation of a spell speed blm vs a lets say det or crit blm doing a lot more dps? cause i'd like to see that.... as for the second part i'm not sure what you're talking about or how that's relevant to the conversation. are you saying that a 1 which is 1% of a hundred is 10% of a 10? ok... i guess....lol

Curious, how much DPS were you expecting to gain going from 115 to 135?
Well assuming you actually do have BiS (or close to - I can't see your gear since you logged out as a different class), and assuming your numbers are tested on a dummy then yeah you're not maximising dps sorry. I barely see an opener under 600 and hover around the 575-610 mark over three minutes in gear like mine that is still missing a fair few pieces from Coil.
I don't think I've ever seen 540 even at my lowest point of damage.
