As others have mentioned, you can reallocate them by getting an item (it's called The Keeper’s Hymn) from your Grand Company. But for Lancer, just go with allocating them all to Strength. Each class gets their own set of attribute points, so for instance if you wanted to add Conjurer, you could have all your LNC points in Strength and still be able to put all your CNJ points in Mind, and so on. Most classes are fairly straightforward that it's best to put them all towards your main stat.
Arcanist is the exception, because it splits into two different specializations once jobs are unlocked. An ACN can become a Summoner (main stat Intelligence) or a Scholar (main stat Mind) or both. But since the stat points are by class rather than job, SMN and SCH have to share the ACN stat points, leaving people to decide which of their jobs' main stats to allocate those points towards. Alternating decisions here is probably the biggest use of that Keepers Hymn reallocation item.
If you're interested in it, it's worth at least trying out. The Botanist guild for gathering and the Leatherworker and Carpenter guilds for crafting are there in Gridania, so you can start off with those. Once you reach the other cities, there will be more crafting and gathering classes to start. Whether you want to do that now or wait until later is a matter of personal preference. Some players are in a hurry to get their first class to endgame, so they put off everything else, like crafting and gathering. Others are more interested in trying everything, so start all the classes (or at least each type of class) as soon as they're available. Getting going on crafting early allows you to make your own equipment, which is nice, but it would take time away from leveling your Lancer/Dragoon.
The ability to add additional classes is unlocked when you complete the level 10 class quest from your original class's guild hall, but then each additional class you want to add has to be individually unlocked from a quest at that class's guild hall. The Marauder guild is in Limsa Lominsa, so you'll need to wait until you unlock airship travel to get there. (Airship travel, and with it access to Limsa Lominsa and the guilds there, is unlocked by a level 15 Main Scenario Quest.)
So starting Marauder will have to wait until at least level 15. You can go ahead and wait until you reach 30 as Lancer if you want, or you can start it earlier, but I wouldn't put it off much later. Once you get much past 30, people will expect you to be on your Job (Dragoon in this case) rather than base class (Lancer).
Quests will continue to give some good basic gear. Better gear will come from either dungeons (which start at level 15) or from crafting if the crafting results in a High Quality (HQ) item. The crafted stuff you can either craft yourself if you choose to get into that aspect of the game, or you can buy it from other players through the Market Board. NPC vendors also offer basic gear for sale (the same sort of stuff you can get from quests or from the Normal Quality (NQ) results from crafting).
