I am stuck on the quest "Influencing Inquisitors" where I have talked to 3/4 npcs and the last, Joellaut, does not have a quest option to speak to him. I know this is the npc because I have watched videos of people doing this quest and have read multiple bug reports about this specific quest and npc. I am currently unable to play this game due to the fact that this is part of the main story and blocks my story progression and certain features are locked behind completing the main story quests.
