If you want to clear T9, go into one of the now-numerous PF parties for it, bash your head against it for a bit, remember which players you liked and which ones were bad/annoying and then /tell those people asking if they want to make something a little more permanent. Maybe just for T9, maybe for FCoB as well. It's a good way to start if you don't know people who know people who want to raid.

As stated, the relics are meant for people who don't want to raid and they're meant to be time consuming to upgrade because the raid equivalent is getting into and clearing T13, which is guaranteed to take quite a bit of time for most groups.
