I agree also! Not to try and re-live the past but I made a thread earlier this year asking for this along with other things. With all the newly announced things about to hit it seems my thread had some relevance after all.

Honestly I don't think optimal rank is the problem. The main reason why I notice low level people wearing gear that's way too high for them is the fact that there is not enough gear for their level. And if there is it is insanly over-priced, because no one is demading low level gear so there isn't much up, and the stuff that is up is like 50-100k which no new player has that kind of gil. So the lower level people see that the high level people are selling a Toadskin Harness (Red) for 15k cause there's like 50 of them up cause we get them from our leves all the time & just try to get rid of them. So naturally they will buy the higher level gear cause it's what they can afford.
Not saying that's the only reason they wear it, but just saying remember that it's probably a big reason. So easy solution is just cut the cost of low level gear so they can actually afford it and put more of it up. And you also have to admit that optimal rank gear is nice just for the sake that you can try things on to see if you want it down the road. Like for example I would get gear from leves that would be a higher rank, but I put it on to see if I like that color on my character. So I personaly would like to keep crafted gear at optimal rank and just have NM drops or Raid gear be a required rank kind of thing.
Yeah, for me I try to use gear near my level, but it's hard at times considering I primarily play a Lancer, which means there's very few people actually trading or making the gear for them (there seems to be little overlap between LNC, GRD, and GLD assigned armors...). But I have bought items above my optimal rank when they were at bargain prices. :3
Ok, I understand where people are cumming from when they say the equipment to be limited to class and rank. Think about it though SE is not able to give us more space for our equipment. So how would we be able to carry all that stuff, not to mention I do not want to have to sift through fifty things to find the crafting stuff I need.

No. You are incorrect.
I did so looking in to this a long time ago i think it may still hold true; if the gear you're equipping favors you class but you are not of optimal rank the maximum you get off of it is 80% (at one rank below [did the check with a dodoskin harness and a leather jacket at rank 24 PUG]) and if are of optimal rank but it does not favor you class you get (IIRC)~66% (fingerless sheepskin gloves as a > rank 8 WVR).
