Given Yoshi-P's love of scarves (he wears them a lot. Seriously, google him!) I can't imagine they haven't considered adding them. There's probably some kind of limitation keeping them from being added (probably clipping. It's always clipping)

That is a good point though, the scarves have to be designed so that they don't clip horribly with the some of the armor in this game. Really the only example of a scarf in the game that I can think of is the one on the Robes of Divine Death, but that scarf is built into the armor.

If they pulled it off though it'd really nice in a fashion sense. Just imagine it you're character in a (hopefully texturally updated) Snow Coat, or whatever awesome armor u guys like to wear, standing on a high mountain ledge in Coerthas during the (hopefully awesome) Battle of Ishgard with the wind blowing moving the end of your scarf ever so slightly as the battle raged below...
