He's very utilitarian and business-oriented, and given the wealth and control that he has, a conversion from a sultanate to a republic probably wouldn't change his influence all that much. Lolorito won't be able to be as direct as he was in the past, but a good businessman is 'adaptive.'
Nanamo's proposal isn't redistributing wealth to the populace, she's just trying to make political power more 'representative'. She admits that Lolorito would probably find her naive, which is probably true; Lolorito would most likely be one of the first to exploit the new system.
