Yes they did, they have even come out and said as much, it was ripped from Nightmare Before Christmas, they could do it because they have previous relations with Disney/Touchstone with using the song in the Kingdom Hearts game (Halloween-town)

Listen to that and tell me that its not the same when those moogles are giving their names, they ripped Nightmare Before Christmas, Mog's Theme from FFVI and Critter Tripper Fritter from FFV, but the cadence is absolutely taken from Nightmare. But that is a completely different topic.

On topic: I could have sworn Yoshi-P said when they were showcasing the new maps (before 2.0 actually launched) that it was in fact tracks for a train not for minecarts.
