The Order rule forces both players to play cards in the order they exist in their deck. The Random rule is supposed to randomize both players' decks with cards from their collection. For players, there is no intrinsic order that the cards from their collection are added to their deck when the Random rule is in play. So, even if a player gets the same cards twice in a row, they will be in a different order. Buscarron, however, always draws his cards in a specific order despite the Random rule, which, due to the Order rule, is also the order in which he plays them. He appears to have six cards in his collection, and while the cards chosen for the game were always five randomly picked from those six, they were always in the same order. In addition, it appeared to me that only the last two cards were randomly chosen from a set of three possibilities - the first three cards were always the same and in the same order.
For instance, in every single game I played (out of about ten to fifteen), the first card he played was Kan-E-Senna, the second card he played was Odin, and the third card he played was Good King Moggle Mog XII. If the Random rule was being applied to him correctly, the order of his cards should have been randomized (as well as the cards themselves, but given his tiny collection, that part might be working) and he should have been forced to play the cards in that randomly chosen order due to the Order rule. He should also not have those three cards in every single game, but since his collection is only six cards, it could have just been luck that he always had those three. On that note, it could also be luck that he always had his cards in the same order despite the Random rule, but that chance is extremely unlikely, especially since this order is the same order he plays them in when the Random rule is not in effect.
