Actually, this fluctuation you see is the +/-5% variation. At level 1 it would seem like there's hardly any difference. Simply because the 5% variation from such a small number isn't a lot. Once you get more gear the +/-5% variation is obviously a lot bigger than back at level 1 or when you just hit level 50.
