In most cases, yes. But it's not always true when it comes to gear choice for scholar. Demon Skirt of healing, for example.
Demon skirt of healing has:
45 mind
47 vitality
44 crit rate
22 determination
9 accuracy

Dreadwyrm tonban has:
50 mind
53 vitality
33 crit rate
36 piety
9 accuracy

Difference:
5 mind
6 vitality
11 crit rate
22 determination and 36 piety.

If I remember correctly, for healing purposes 1 mind has about the same increase as 4-5 determination. The determination on the skirt would bridge the healing output difference quite a bit. For the damage aspect, it's a bit closer to 3-4 determination. For damage purposes the skirt outweighs the tonban slightly. For choosing the skirt over the tonban, you would get 11 more crit, but you trade in 36 piety and 6 vitality. The crit may or may not be worth it, depending on how much MP you're aiming for or need and/or the vitality you require for the encounter - Although this mainly applies to T13 right now.

I'm stuck using the Demon skirt of Healing right now because my heals would actually get worse if I upgraded to dreadwyrm or poetics (albeit slightly, but still relevant).

Determination is 0.3 of a stat point, It's good to factor this in if you upgrade from something with det to something without. The demon skirt has more crit than the dreadwyrm as well.

Of course the argument could be made that I'd be getting piety and some VIT with the upgrade...I don't need more of either even in T13, so whatever.

For t13 this is only true if you suppliment the loss of defense and vit on the i120 pieces with an i110 crafted accessory with vit in it, which is what you are doing. If you were to upgrade the i120 WoD pieces you have on for BiS 130, you can drop the i110 ring with vit melded into it.

Yeah, maybe I'll change my mind if the dreadwyrm ring drops from t12. So far though, no such luck.
