I also remember Yoshi-P saying in interviews that 3.1 will focus more on hiking up the ilevel cap. And that 3.0 was focused more on "character growth". Most likely referring to the lvl cap raise. So I don't expect a big raise with 3.0. Maybe just up to ilvl 140 when your already at lvl 60.
