Game hiccups once Ability timers lose sync

This issue only started happening about two days ago. At first I just saw my screen hiccuping, almost like it froze temporarily. Then I noticed that my timers were off by about 4-7 seconds. Multishot is typically 15 seconds, was down to 8 the other night, but when the ability looks ready I get nothing but the "cannot use ability" message until it should actually be ready.

Not sure whats causing it, I was fine after logging in after maintenance tonight but after about 1hr30min the delay and lag kicked back in. Both times it has happened so far I have just been XP'ing.

Actually I'm wondering if this is a bug. This same thing happened to me and a guildmate last night while doing leves. We were both Archers, the Light Shot cooldown timer disappeared completely, and the Multishot cooldown timer stated 8 seconds. The real cooldowns were still in effect, just the timers were off/gone.
