Is it possible? Yes. In fact, leveling a craft can be incredibly profitable if you're patient. It's not an exaggeration to say that during my first year playing the game whenever I wanted to make some money, I'd pick a new craft and level it to 50. Doing so would usually earn me a couple million gil.

Start by leveling every craft to 15. You can do this entirely within each town, buying all ingredients from the Guild NPC at very low prices. With crafts at 15, you'll have all the cross-class abilities you need to HQ items.

Each craft you level, craft every item in your Crafting Log at least once, and try to HQ. Sell the result, HQ or NQ, on the Marketboards. Each item that you craft for the first time gives you bonus exp, so even if the item doesn't sell well, at least you got the extra exp. Very few items, though, don't sell for at least the cost of ingredients, even if the result is NQ.

Leves are good filler after you've done this, but I recommend targeting leves at a lower level than you are so you can more easily craft HQ items to turn in. This will earn you much more experience than turning in NQs for leves at your current level.

Other good filler includes crafting tons of NQ crafting ingredients, like Ingots or Lumber. This stuff sells really well.
