Well finishing the Gold saucer tour gets you the starter cards, then you should chalenge the 3 NPCs closest to the Triad entrance to get 6 good cards. From there you can challenge harder NPCs or start farming instances for more.
Here's a list of npcs that you can challenge. The ones that cost less MP are generally going to be easier (depending on the rules they have set).

I'd recommend starting out getting the cards from the lower level npcs, and moving up when you have better cards to use.
Also, if you have the MP to spare, you can buy packs from the vendor npc, next to the Triple Triad Master.

Yeah, get the booster packs early, cause the easy ones to get in the boosters are also obtainable from NPCs. This will save you the grind time to win them. Just FYI, you can only use 1 * cards and one 2/3/4/5* before you get 30 cards. When you get 30, you can use four 2 * cards and one 3/4/5 *. At 60 you can use four 3* and one 4/5 * Look for NPCs that are low entry fee. 10-15 to start. Then move on to 20-25 when you can use 2 star cards.
Thanks for the replies, i beat some of the easier NPCs to get some 1* cards and all, then challenged King Elmer, got Bahamut on my 2nd win, then took like 26 wins to get Godbert even though he's not that rare :s
Try to get at least all the Low Level Cards from the NPC. You will also get a very strong 5 Star card, when you beat 30 NPCs (one time is enough). Don't buy cards from the GS Vendor, it's wasted money. You want to reach 30 cards in your deck, so you can use as many 2 star cards as you like, which makes beating toughter NPCs a lot easier.
You should get all the beastman cards for the Ascension rule (there is no other way for an Ascension Deck before you got 60 cards, then there is Scions and Primae).
Getting most of the cards of the NPCs should be enough to reach the 30 card in total. Reaching 60 cards is more work - and RNG, so hard to give any advise. It's better to play against NPCs to get primae cards, if you don't got lucky drops.
Gaius is very rare (around 1% drop chance and you only go around 30% drop chance for a card at all, so ~0,33%). All other cards got better drop chances, afaik. Can still take a while, though.
