the last couple times we got to phase 3, by time someone died, the enrage timer was coming in anyway.

Perhaps your OT at the time could dps more aggressively? This isn't the issue (if the tank's dps makes that much of a difference this late in the game, something else is drastically wrong.), but it may push you to victory.
