Mini Cactpot Reset Time Broken And/Or Incorrect

Steps:
1. Purchased a Mini Cactpot ticket at 3pm GMT, scratched off as usual.
2. Returned an hour later.
3. Get the message "Eligibility to purchase Mini Cactpot tickets resets daily at 4:00 p.m. (Earth time)." If this is true and it resets at 4PM GMT, then I should've been able to purchase another Mini Cactpot ticket.

The times shown are in local time. Not GMT, or server time (Unless your local time matches up with one of them, of course)

My local time in game matches up with GMT, so by all means, 4PM GMT is also 4PM "Local" time. I should've been able to buy another ticket :/

I guess this is the issue where the in-game clock is one hour off, then. I've noticed it happening to some other people as well, though I don't know what causes it.
