Horrible picture, but you're pretty much asking for XI's Corsair. And to that, I would say YES PLEASE! <3
I think that's one of those examples of enemies and npcs using abilities and 'classes' that are simply unavailable to players (I remember there was at least one similar npc in the starting cutscene for Limsa in version 1.0 who was a MRD in that he had a great axe, and then open fired with a pistol, so it's clearly a similar case here).
Basically, player classes are more restrictive as they need to give 'balance' to classes so as not to make one more superpowered than the other.
