Where can I find digital CE for PS4?

There is really no rush but if you just want to get it out of the way already just get standard edition then upgrade to CE when it comes out. Its the same price and you get the same pre-order stuff as well as the same Digital CE stuff. They still have the ARR CE upgrade in the Mogstation and I doubt its going away anytime soon. Its basically just a cash shop item package.

PSN will probably add the CE the week before the actual game comes out, or 2 weeks earlier like most of their pre-orders.

I'm not exactly sure if you just don't pay attention to PSN pre-orders or if someone fed you bad information, but this is not even close to true. High profile games get put in PSN up to 2 months before they are actually released. I think FFXIV counts as a high profile game with 4 million accounts. GTA 5 remastered, The Evil Within and Bloodborne were all available to pre order over a month before their release date, and normally with PSN pre-orders you can also pre download the game 3 days before the release date so you aren't having to download a ~20GB patch on the day of release.

I mean yeah, it's still a bit early for it to be on the store, but the week before release is ludicrous.

I live in Japan and have Japanese mogstation/psn accounts.

I'm really surprised it's STILL not there... I know there's still 3 months but feels like a lot longer after the PC digital preorder

You can swap your game anytime to one of the four languages German, English, French, Japanese... check you loginscreen (launcher) its on bottom left swap it and your client will have the language while playing. You can swap it anytime before logging in
