The change from Archer to Pugilist is still the armory system.
I think to de/activate the job on a class is a menu thing and not a location thing

In FFXIV, the Armoury System is what refers to the classes we have available among other things. That system, in essence, is not changing other than some skill rearrangements and such. The classes are remaining as they are. In fact new classes, such as Musketeer and Archanist are to be implemented quite a while down the road.
The Job System is an entirely new system being added on top of the Armoury System. The details are unknown, as to how one will be able to utilize this system, but there are some known facts:
- Jobs will be separate from classes. They do no overwrite them, nor are they simply advanced forms of classes.
- Jobs will be unlocked via quests with requirements of having certain classes at certain ranks.
- Jobs will not have their own level - they will match the level of the class they stem from 9if you have a Lv. 45 GLA, upon switching to Paladin it will be a Lv. 45 Paladin.
- Once a Job is unlocked, you are not always on that job - you can chose to play as any class or any job (based on them saying classes will be better suited to solo play while jobs better for party play.)
- Initially there will be one job unlocked per class currently in game, but more will be made available in future patches.
I hope that clarifies the system and answers some of your questions.

So theres the Class, then the job to make it better at a certain thing.
The level stays the same as the Class.
You have an option to switch between the jobs as long as your the class that its branched from.
That right in a nutshell?
After playing X and X-2 these past few months, I think blue mage (more xi style) and a summoner class (limited to 2-3 summons) would work wonderfully with the AP system. Just a side thought thought nothing too important obviously.
I see what your getting at with the summon thing, must admit I loved BLU on XI :P, but I doubt people are going to settle for 3 summons :/ know I couldn't.
Another detail is that Jobs will be extremely limited, but make you really good at "that certain thing". They've mentioned losing the ability to use cross-class abilities (I don't remember if it was most or all of them), but you will gain Job-exclusive actions as a tradeoff.
