Finally successfully pre-ordered game, thanks to the suggestions, I created a new account, and this time I paid with my credit card instead of paypal!
I'm in overseas, so I did use VPN to access with my account's region IP address. But my old account is still being blocked, I will wait to see if support team can do anything for me...
