Well, that's exactly the reason why I have two different accounts on the first place (as I said in my previous posts).
Basically, when I try to buy something with my game account (that is the account associated with FF14) I ALWAYS end up getting that error.
Obviously I contacted SE Store and they told me that error comes up when you try to buy something from a non-european country.
They asked me to check my IP and address.
Since they are both italians (I don't use any proxies and/or VPNs) I just tried to order from another PC, with a different IP and a different browser.
Same problem.
I contacted customer care once again and they ultimately suggested me to create a new account from scratch.
I did what they said: different ID, different email, but SAME IP, browser, PC and address.
... and that worked!

So, basically, try to do the same too. ^^
