    I'm in overseas, so I did use VPN to access with my account's region IP address. But my old account is still being blocked, I will wait to see if support team can do anything for me...

    Well i fixed the problem by switching to IE and doing everything i did originally. If you're having problems, switch browsers.

    Just for info - when i bought and extra retainer - email was instant
    still no email
