Yeah, I managed to log in last night after I was booted exiting an instance (was the same players in queue: 1 thing). I logged out fine last night, now I'm just sat in this eternal queue of one person again...switching datacentres has done nothing for me either :/
I am having the same issue. "The world is currently full ... Players in que: 1."
Same issue on balmung, switching data centers and back worked.
I haven't been able to log in for the last 12 hours since being disconnected last night :/ keep getting error 2002
I tried the switching of data servers and got an error message. Then when I logged in again, it was set back to original data server. Went to log in again and was put back to queue "1" that has remained the same for over half an hour now. Can't get back into game since last night. Logged off and then couldn't get back in. I'm on Lamia. Also on PS4.
edit: Okay. Went back to data server selection. Clicked on Elemental and then back onto Primal. Didn't click "Proceed" this time. It didn't look like I did anything at all, but when I went to log it instead of being queued at "1" I was at "54". Tried again and I was in. No idea how that worked, but it did. Thanks.

Switching to JP Data Center seems to fix the connection error, then when switching to another NA Data Center. Just switch back to your Data Center will work.
Last night, during live maintenance, people who tried to enter an instance were kicked out and locked out of the servers for hours. My guess is if you logged out in an instance last night, logging in is going to be an issue for you.
Just chiming in to say that changing datacenters also worked for me if anyone was having doubts.
