There are these revolutionary things called "CD keys". Y'know like the one that was entered to connect the original copy to the S-E account? Though, I don't know how they'd verify that you need a Steam Key, but I imagine that'd be an option for S-E support to give for the eventuality of physical copies and Steam.

Unfortunately, you would only be able to add the Steam expansion to a Steam account. If you do not have a Steam version of the game, you would only be able to add the non Steam expansion.

They are talking about Steam account. Just get the installer from FFXIV site and not use Steam to play it. Also, Steam will be able to preorder Heavensward, just check the announcements on the game page.
it was my impression that the OP wanted to get the physical collectors edition or physical normal edition not the download which unless steam changed things they wont offer the physical one.
I had a similar question in mind because of the following:
1) I bought the PC non-Steam version at release since it wasn't available under Steam. My Mog Station account had one PC non-Steam FF14 service account (#1)
2) I then bought the PC Steam version. This way, I'm able to launch the PC Steam version and still log with account #1 (and benefit from Steam time tracking, reviewing game, ...). I linked my PC Steam account (#2) to My Mog Station account (but I'm not using it)
So, since my main account #1 is a PC non-Steam account, I should upgrade buying a non-Steam version of Heavensward.
However, I should still be able trick the launcher:
1) Launch FF14 PC Steam version
2) Log in with #1 through FF14 launcher
3) FF14 launcher will recognize #1 as Heavensward-enabled and patcher will update accordingly.
I find this whole situation to be completely ridiculous. People should be able to get the physical collectors edition and not have to buy steams copy as well. I don't think it's right limiting people because they chose to buy through Steam. Who's idea was it to make it to where Heavensward wouldn't work without Steam, if you bought ARR through steam? I've seen quite a few ARR players play without steam from just downloading the game from the 14 website.. I don't understand the logic behind this.
It's all about licencing. Its the same reason people who play on both playstation and PC have to get two copies of the game. Frankly there is probably rather little SE can do about it unless Steam is willing to sell Physical CEs through their website.
I know it sucks. I'm on a steam version, but it kind of the price for buying a game through a service like steam.
I can not begin to conceive why anyone would buy this game through Steam and shackle themselves to the corrupt corporate entity that is Valve.
