Dungeons, raid and primals help!!!

Good have told me that shiva is needed for maximum accuracy, do not know if that's true.

My question is, for everything primals, dungeos and raids need a cap of accuracy?

In dungeons accuracy usually irrelevant unless you really miss a lot. On primal it's might be crucial if you are tank roles or if you are meeting an enrage. On raids it's very important to cap because of strict DPS checks.
