Personally, I expected this. It would have been nice, yes, if they had allowed one license to be used for multiple services, but unfortunately they are treating this as a new "game" and as such are charging/licensing accordingly. At least you only have to buy the CE for one system and can use the Standard edition on the other and still get all the CE goodies on both.

Xbox charges for each update a dev makes after the first, regardless of what/how much they're adding in the update. They do it to try and prevent devs from uploading broken patches, but it can also prevent a dev from fixing a patch that already broke your game (the whole Fez debacle). I don't know what Sony's update policy is for devs.
