What ''other point''? I only had one point? I don't see anything about story?

Having a quest needed to unlock things, what for? The NPC in question tells you everything you could want to know.
You are literally given everything you need to be able to do said features.

On top of that, you seem to be forgetting the active help, which also tells you exactly how a feature (basic or otherwise) works.

Those are 2 features that were added as an expansion exclusive. As such they are very bad examples as they are not available unless you have said expansion. They are also not basic features of the game.
There's a bit of a difference with a feature that has no story/plot surrounding it and one that does.
