That's just being petty. Sure there are plenty of people who collect their loot and drop, but often after completing the content several times and their slot will fill in almost immediately. More to the point there's no way to make a distinction between dropping on purpose or for any other reason (power/ ISP outage, PC crash, etc.) so you'd end up punishing people for bad luck.
Adding to this, I kinda feel that the person that got their loot and left is creating a spot for someone that needs loot from the upcoming fights. In that way, they're giving the opportunity to get a drop to someone else.
