If it helps anyone gather data, I'm with Cox Communications, but....it's not an issue on our end. I have done all the suggested steps (prior to talking with support, and after just for good measure). I reset my internet. On the character screen, my connection status is good. I have created another character on a different server to see if it was the download itself that had somehow gone corrupt. Nope, other servers are peachy. I even shut down my PS4 for a bit and rebooted it. I have done every single standard IT fix-it method, and nothing worked.
Obviously it's an issue on SE's end. I work in a similar field as support. Half the people there don't ACTUALLY know what they're doing. They give standard responses and go to their supervisor if they need more detailed information. These people's jobs are to keep people's heads cooled. It would be massive if they at least put a notice that they are AWARE of an issue on their part and are looking into it. But right now, the best they have is "We fixed it 3+ hours ago". That's not good enough for a game that requires a subscription to play.
