SE will always default to "it's not us, it's you". That's why 99% of threads that complain of issues will always get a White Knight riding in to say it's a problem with your connection. I'm shocked non have commented yet to let us know that it's ALL about our Internet access companies and nothing to do with SE at all.

It's definitely a fault on SE behalf as their login server, data centre system & housing servers seem to be fine. The problem occurs for everyone when they try to move into a non-residential area.
