If you and your partner just use one PC and one PS4 between you then you only need one copy for your PC and one copy for your PS4. As long as you load the game, anyone can log into it.
And actually I have one copy and I loaded it on three PC's that I was using.

Wrong, every PS4 license tie to a single PSN users, so you cannot use 2 different Square Enix Account on same PS4 (only master profile can activate FF14 accordingly to some friend experience)
This. I have 5(? I think..) copies of FFXIV. My GF and I play on PS3, PS4, and PC. I didn't buy her a copy on the PS3, and if I accidentally launch FFXIV on her PS3 account we get an error that she has not registered FFXIV on the account yet.
That being said, I'm under the impression that whoever posted you need a copy per platform, is most likely wrong. I believe that the expansion will register much like a CE. Once it's on the account, it's unlocked. Otherwise you run into weird situations such as : I buy the Physical CE for heavensward on PS4. I race change to Au Ra, and log out in the Dravnian Hinterlands.
I log out on the PS4.
I log in on my PC.
What just happened? I'm unable to log in with that character on PC anymore? It restores my character data to what it was before I race changed and puts me back in whatever zone I was in at the time of the character data save?
I would see more problems coming out of that than the extra cash they get from double charging. I could be wrong . . . I've been meaning to verify what FFXI did. Somebody previously stated in an old thread that FFXI worked the way I'm suggesting. when I was on FFXI it was PS2 only so I'm not sure.

Which means that History, and precedence, tells me that this person is most likely completely incorrect.Originally Posted by Zexes7
No, once you register the expansion once it's linked to your account. However, you will need to install the software for it. But you can resort to downloading that for free.

Similar to how we have done Letters from the Producer LIVE in the past, we will be covering the information discussed during the show on the forums in English. Please keep your eye on the Dev Tracker for an official thread.

I'm confused by your answer. Does this mean you'll be posting the information real time as the event occurs or after the event has conclude as has been done in the past?
I have to admit I don't actually know about ps3 or ps4. But if you need to buy a physical copy of the game for each person in your household that plays on ps4, that would suck.

The special edition of the Letter from the Producer LIVE is focused entirely on revealing information on the different Heavensward packages available, pre-order bonuses and Collector’s Edition details. We’ll be gathering some questions and answering them during the show, but the vast majority of the show is focused on that content. We’ll be posting translated information about what’s being discussed as it happens, and the presentation shown will feature English text. Afterwards, we’ll go through the gathered Q&A and translate and post the relevant ones.
Hope that clears it up!

why cant we get a live translation? maybe a rep per region who translates per language. It really sucks we have to wait a month to get he videos with sub titles. Im sure other countrys would love this too. if reinhart could do it why cant someone paid by SE do it? seems kinda silly.
