It was actually only a matter of time before he got promoted. Japanese companies promote based more on seniority than actual merit, so while it COULD be recognition of him doing a good job, it could also be to distinguish him from the younger developers of other projects.

Ahhh I always love it when Westerners throw around their ideas of what Eastern cultures are like based on what little they know..
You know Yoshi's also a black belt in Karate and can chop blocks of wood by hand? All Japanese are proficient in the martial arts.. mmmhm

This isn't even a board of director list. "執行役員" in Japanese corporate refers to an Executive Officer. In Western styled corporations, the corporate title may range from Assistant Vice President and above. The "開発担当" tag to Yoshida would meant that his leadership is on development matters, but not specified in his title. He might have been the boss of all the developers of sorts, but since the list have several producers of the same title, each of these persons might lead a certain section/team within SE since they have many production teams.

The above notice is by the President & CEO of SE to say that there shall be a restructure of the chain of commands (from Board of Directors which they call it 取締役 - FYI if you are a Board of Director you are called 取締役, the Chairman of the Board is called a Representative Director [代表取締役]), to the Executive Directors (業務執行取締役) , down to the Executive Officers (執行役員), which will lead all business and functional departments (事業部門・機能部門).

The list of names are the names of all the Executive Officers with effect from 1st April under the new command structure.
