It would make Choco Reflect a bit OP if it worked like that. Reflect is supposed to be a preventive measure before something bad happens. If it could stop Frenzy as the animation plays, then it would make having Choco Calm useless and redundant.

As unfortunate as it is to say, this is more or less what it is. Reflect, like most abilities/items, are situational. Reflect is absolutely beautiful when you use it during a time that you're neck and neck with one or more racers after an item (and you saw what attack items were there). Chances are, you don't want to be hit with a Heavy when you're that close to each other, so you'd most likely pop it during that situation. Reflect requires a lot of assumption and learning your opponents habits, as it's basically meant to help you give you that edge when attack items are in play (whether it be an item got reflected to your competition or it bought you time to avoid being attacked).
