Feature request: make blacklist account-wide instead of character specific

When blacklisting a character, in order to contact you again all that player has to do is to log off, create a new character, and send you another tell.

The greater point of blacklisting a player is to prevent harassment from that specific player, so it only seems reasonable to automatically cut them off from any means of communication. There should be no reason that a player should be able to find continual avenues to harass me if I do not want to be bothered by them. Moreover, this would go an incredible way in cutting down any and all gilseller spam. As of recently, gilsellers have been finding more ways to harass the player base, one of which involves friendlisting people non-stop. Account-wide blacklisting would solve a lot of this.

i would like to bump this out of the obvious

gilseller tells have jumped in overwhelming frequency. this is really the easiest way for us to handle this once and for all. this also might help out eradicate more gilsellers overall as there would be far less reason for them to make accounts if they have nothing to advertise.
