Devs may pretend World First isn't a thing, but it is. They want all players to enjoy the content, from casuals to top raiders. Yoshida already talked about how for example new BT dailies aren't coming out right away so that people don't feel spread too thin. This is coming partly from the same philosophy.
Furthermore never did I indicate that I'm actually in favor of this method, but sure, I guess that outburst of blind outrage was warranted eh?

Players of other games have often voiced dissatisfaction with developers for artificial delays when they seem excessive, or as a method to "hide" the fact that content is unfinished. I don't think a week or two of delay is unreasonable.
Since someone else brought it up: Blizzard has staggered raid unlocks since Mists of Pandaria's release, wherein the first normal raid was unlocked about 10 days after the expansion's release. For Warlords of Draenor, the first normal/medium-difficulty raid was unlocked roughly two and a half weeks after the expansion's release.
Personally, if I'm going to set aside time for the raid content, I'd rather only do that once -- for the actual raid content -- and be able to level jobs, do quests, etc., at my own pace.
For other players, being given more time before the raid unlocks means they have more time to play the new jobs, get comfortable with new gameplay, and generally stretch their legs in the expansion before settling into static groups.

The main reason why we want to wait to open up the new high end raid or the new Allagan Tomestone or any content that has a weekly restriction or lock is that if we open it up right away there’ll be people rushing to get to the content the week of June 20th and just there may be certain players who want to take their time and enjoy Heavensward as it is but we’ll be putting the pressure on them to skip through the cut-scenes and get through your leveling as we feel that we shouldn't make players feel forced to rush through everything or skip over any of the content and allow them to go through it actually enjoying it, especially if you wanted to take the time to enjoy it. So with this two week gap we’d like players to take the time to enjoy the story. We have a rich new story that is going to open up with Heavensward. We also have new jobs that are being introduced so we’d love for people to try them out as well and take a moment to raise your level and get to the new level cap and assess what skills you have in rotation in the case you need to rebuild because of the new skills you've learned. This could be a good time to prepare and strategize on if you want to keep your main job going into endgame content or do you want to switch over to one of the new jobs. There’s just so many things you want to consider ahead of time as well as just enjoy what’s available in Heavensward. It’s not that we’re trying to hold back information or hold back content, we just want to ensure that everyone gets to enjoy the Heavensward content we have available.

And thank you for that information too. I guess it's pretty easy to forget that even people who rush for world firsts like to enjoy some of the other new content too. I wonder if some might be annoyed at having to wait a couple of weeks before being able to tackle Alexander anyway. Can't please everyone, I guess.
