Unnecessary. Nothing forces people to move forward but themselves. It's up to then to place themselves.
As much as you and the rest of this forum is making this out to be for "even ground", knowing how the Alexander raid would be implemented would change things for some groups. The fact that the FCoB took less than one week to complete is evidence enough that SE doesn't know how to scale content to player skill. That being said, don't be surprised if there are groups that don't bother leveling a main job to 60 before going into Alexander to clear it.
Let's be honest. Would it be the first time SE did something that amazed you in that way?
Alexander will very likely be broken up just like Coil was.
There's actually a bit of logic to it: Remember the BCOB, SCOB, and FCOB all have different ways they work compared to one another, with SCOB shedding certain elements from BCOB (like t3 and t4 content) and retaining and expanding upon others.
If they released them all at once, they wouldn't have been able to do that. Thus, it's in our best interest for them to release it in pieces, not all at once.
That and how much content you introduce for raiders has absolutely no bearing on how long it keeps them interested. If you release it all at once, then those raiders will finish the content and not return until the next expansion. If it's split up, then they return each time.
But we already know how its going to be implemented, they have stated it numerous times. Two modes on launch Normal and HardAs much as you and the rest of this forum is making this out to be for "even ground", knowing how the Alexander raid would be implemented would change things for some groups. This -- Just like the story line for all the coil raids, they required you to beat a lvl 50 story quest. You can bet on that ringing true for Alexander. It wouldn't change anything for those groups as the first thing they are going to go for is the raids. Staggering it does nothing to change this. As far as player skill, you are talking about 1% of 10% as far as that goes, there are TONS of people who havent and cant clear 11, 12, let alone 13.
Now we are talking hypothetically. Lets not do that. As it stands SE has not "staggered" any raid content in these last few years for ARR -- Why would they start now? So there is no need to have "knowledge of whether or not things will be staggered".Knowing whether or not a raid will be available immediately, for example, is nice for planning time off work.
Many hardcore groups do have people who take time off work to go at content.
That is just one scenario, btw.
There are other scenarios that benefit from knowledge of whether or not things will be staggered, beforehand.
As far as planning time off work, it works both ways. I'm sure people are already planning that time for when the expansion releases.
This ^Just had to add this. People need to drop this concept of a fair start. When the expansion comes out we all have the same unlocks to do and we all have the same story to do. Each persons personal progression is limited by nothing but themselves and their own free time. The suggestions made in this thread have nothing to do with a fair start since we get that already. This thread is really about forcing people to play at the same pace because some people don't want to feel left behind. That is the definition of a personal problem. Stop trying to force people to play at your pace. Keep your envy at bay.

First week there will only be the new zones, to give you time to run around and learn the lay of the land.
Second week they raise the level cap to 51, and you get the first 4 main story quests and a new dungeon.
Third week is level cap 52, and time for everyone to catch up.
Alexander unlocks in December, SE has adopted the "No Lalafell Left Behind" model.

That is not what this thread is about.......Alexander will very likely be broken up just like Coil was.

This thread is about "holding back" the raids they have planned for 3.0 launch and "staggering" the unlock of the two modes by a week
