The problem here is that RMT users can abuse the monthly free trial, create any character they want, use the search system to send tells/friend requests, then immediately delete the character after it meets its quota. One of those three systems (player search, free trial, or instant character deletion) needs to be gimped to put a halt on these bots and sellers. Obviously the other two systems wouldn't be ideal, leaving the character deletion one. Make it have to be a 24hr wait and boom: the pace is slowed and suddenly SE can actually catch up with RMT reports.
Free trial accounts can't send tells, shout or send friend requests.
