When the free week is over, you'll see a downtick in spam. that's how it always works. Huge uptick right before and during a free week, and then the servers that have capacity issues see the level of spam plummet, while the servers that have available capacity continue to get a stream of spam.

The problem isn't that they arn't doing anything, the issue is that they simply can't keep up. Outside of banning what else can they legally do? On top of that for every banning that they do, a new acct is simply made to take its place instantly.
It's the unfortunate result of GIL BUYERS !!!!!!. If nobody bought gil there would be no demand and therefore no supply.
But with the recent 'free login' campaign and lots of new players 'needing' to buy that ubber gear so they can catch up, it's just obvious that a lot more players are buying.

^This. This would be a very simple solution that would dramatically lower the amount of spam. The problem here is that RMT users can abuse the monthly free trial, create any character they want, use the search system to send tells/friend requests, then immediately delete the character after it meets its quota. One of those three systems (player search, free trial, or instant character deletion) needs to be gimped to put a halt on these bots and sellers. Obviously the other two systems wouldn't be ideal, leaving the character deletion one. Make it have to be a 24hr wait and boom: the pace is slowed and suddenly SE can actually catch up with RMT reports.
The free trial restricts all things rmt would find useful, and has been pointed out in the other threads as doing so.
Here's another suggestion for a built-in anti-spam system: If a character gets blacklisted by five recipients of tells who are not in ls/fc/friends list in a day, the character who sent the tells loses the ability to send tells to people not in ls/fc/fl for a week. It's a community vote system that gets unwanted communications silenced quickly. I don't see how it could be abused. Such a system could cut down the RMT tells by a large percentage.

I AFKd once on Behemoth for 8 hours without /busy up and woke up to uncountable amounts of RMT tells. I mean my chat box was completely full with nothing but them and I couldn't even read anything that might have actually interested me lol.
