Here's another suggestion for a built-in anti-spam system: If a character gets blacklisted by five recipients of tells who are not in ls/fc/friends list in a day, the character who sent the tells loses the ability to send tells to people not in ls/fc/fl for a week. It's a community vote system that gets unwanted communications silenced quickly. I don't see how it could be abused. Such a system could cut down the RMT tells by a large percentage.

You don't see how this can be abused? Seriously? How 'bout 5 friends send abusive tells to a random target to bait a reply once received proceed to blist and bring the ban hammer down on an innocent person. Never under estimate the lengths trolls will go to. Enough of these half ass suggestion threads RMT is RMT every MMO has to deal with RMT and if there was a "final solution" to be rid of them they wouldn't invest so much money to start racketeering in the first place.
