This seems pretty unclear at this point. Given the likely new gear recipes (e.g. r49 cobalt plate/chain armor), I'm thinking it wouldn't break the game if it is possible to add materia to U/U dungeon drops.
Only thing in my mind is what the class/rank crafter requirement would be. And since you can't trade it, you're going to have to slot the materia in yourself. Enjoy!
This is of course assuming that dungeon gear can be converted into / enhanced with materia.Materia: The replay value booster.
So, here's why:
1) Run a dungeon 15 times, get solid scale mail. (yay!)
1a) Make a HQ item after 50 synths (yay!)
2) Get the spritbond to 100% and break it into materia (optional, you can break something else or buy the materia)
3) Place 5 materia into the item and fail on the 4th or 5th, lose the solid scale mail or HQ item in the process.
4) Repeat steps 1-3 50 times for every item you need from every single class you have leveld.
Get ready to do the same content over and over and over and over and over again everyone.
You are going to need to to max stats on gear.
Also:
LoL @ when they release gear better than what you have on. Start all over again from square 1.

Creating materia requires the “materia assimilator” key item, an apparatus which can be obtained via a quest available to players level 18 or above.
* Certain gear cannot be converted into or enhanced with materia.
I just dont see people bringing their best HQ3 gear to put 5 materia in it until stats actually start to matter. Id probably stop at 2-3 if 4 and 5 are as risky as it sounds... UNTIL stats actually start to matter.
Just sayin.
I am hoping that dungeon gear will be better than crafter gear, but unable to be socketed. Then Crafted gear with 5 sockets would be more powerful than dungeon gear. It seems balanced that way.
Personally I hope you can turn Rare/Ex gear INTO materia, I understand not being able to slot it but it would be nice if we could make good materia out of our old Rare/ex items like my crimson Tide or Shellsplitter.
I'd like to see rare/ex that can be enhanced with materia, but not rare/ex that can be turned into materia. Reason being: If the gear can not be sold / traded then neither should the materia from it.
If r/ex gear carried more slots than normal gear, it would balance things out. I know SE said we can fuse up to 5 materia into an item, but is that for all items or does it vary?
Then the only way to slot your materia would be the need to also be a rank 50 crafter that can upgrade that specific item. We're still unsure about the new materia UI. For all we know, it could work like our current bazaar, offering a reward for someone who is willing to do the work for us (similar to repairs).
Edit: It's actually confirmed that others will not be able to enhance your gear with materia if the gear is rare/ex.
/sigh... better get crafting!!* It is possible to have others attach materia on your behalf, as long as the gear you wish to enhance is tradable.
**Double edit: The "as long as the gear you wish to enhance is tradable." part of that statement obviously means that some rare/ex gear will be enhanceable with materia.
