You don't NEED a static, but at the very least you need people from your server that you know are at a specific level to progress and carry others.
Finding people who will manage the Fire and Thunder correctly seems like the biggest hurdle for those needing to clear who lack their own static group. It's probably the easiest mechanic to wipe your entire party with short of dropping meteors incorrectly in the first two phases.
