I agree with this statement tenfold.
People who generally say that they have "no issue" or don't notice anything "wrong" with their system, be it a PS3 or PS4, are either choosing to ignore the FPS drops and are OK with the game as-is or they simply don't know the difference between a 60 FPS game and something around 20-30 FPS, in which case this is fine to me.
I don't really believe it when people say that they don't have issues; the only difference people can have between system performance concerning this game on both consoles is the load times and whether or not characters pop-in at a fast rate or not. The FPS suddenly won't get better simply because one is using a Solid-State over a traditional Hard Disk.
