Anyway to stop them? Highlighting their name and clicking 'blacklist' comes up with the error 'Cannot locate character with that name'. I've managed to blacklist one out of 98340174983274 that seems to spam me.

blacklisting is useless imho, they only use a name once or twice then switch to another, that's why you could not find the character to blacklist.
I found for myself the best thing to do was to go into 'character' menu and turn off sound notifications from tells.... now if I could only turn off random friend invites, as that is another tactic RMT use. (I don't care for the /busy icon on my character)

I'm on PC and I've had my tell messages off since the game started... I'm sure I've missed a few pms from real players. A few wrongly ignored messages compared to miles and miles of spamlines is worth it imo.

I prefer to get them banned ASAP rather than just ignoring the problem. This page allows you to send a message straight to the people that ban them:

That's commendable but you can spend all day doing that and they will keep on coming.
I tried it. I was leveling my Miner one day and since I had the time decided to file a report for all RMTs that would spam me.
But honestly I prefer to play the game and not allow spammers to ruin my experience.
For spammers this is a business, so I'm sure they can "pay" someone to sit and create trial accounts and have some program spam the server lists of names.
Besides, all SE needs to do is create a character and have someone behind it. It will get spammed as much as anyone else and they can easily do something with that. Who knows? Maybe that's what they do.

A bunch of us on Diabolos just witnessed a ton of level 50 blackmages with the same gear and bullshit names standing around the ul'dah aetheryte.. Someone speculated that they were logged in and afk to clog up the server, but may have just been gil spammers.They already do:

If this is the case, they indeed need to monitor account activities as I am sure those were all stolen.
In the best case scenario, they were being multiboxed or something but I doubt it.
There are also ways to HWID ban users, and even though it can potentially be evaded i highly doubt these gil spamming companies will take the initiative to do so.w
It's funny, really. How counter productive mass spamming users is on a videogame that clearly takes a stand towards RMT... Wouldn't a user that actually wanted to take the scumbag route and buy it go to a website that wouldn't be caught red handed by squenix simply by checking chatlogs? :/ Oh well.

I have found turning off 'tells' to work really well. I don't even notice them any more and when I happen to glance to the chat box and see one I think 'Oh, I remember when those were a thing'
I recommend turning off 'tells' if people find gil spammers a problem
