I originally dismissed the talk of weather being an issue; my P1 to P3 birds were all wet weather birds and I can't honestly say I really noticed a difference in the weather conditions. But my P4 bird is a fair weather bird, and wet weather is like trying to race through molasses.
I'm left scratching my head wondering if in my earlier inexperience I hadn't noticed the reverse being true, or whether there is an actual imbalance and fair weather birds are affected more strongly in wet weather, than wet weather birds are affected in fair weather.

My foul-weather Chocobo runs slow when heatwaves or the sun is out. I have to expend much more stamina to keep up with the rest of the competition.
It becomes fairly obvious in the Sagolii races where the sun is up most of the time. Feels sluggish and I can hardly keep up with the others.
What pedigree bird are you on? I only race sagolii and haven't had any issues with foul birds and heat. Myself and many others have seen that foul birds work quite well in heat/sunshine compared to fair in rain. My bird right now is losing ~12-15s in time if a race is half rain in addition to the horrible stamina drain. It seems right now in 120's my average for fog/cloudy weather is ~105s. A race in full sunshine has me finishing in 101-102s. A race in 3/4 rain is ending around 118s.

Having no control over this is infuriating. There is no need for something like this in the game at all. I really sucks losing to a race that could have been won if you hadn't get screwed by a coin toss.
When I get non-optimal weather, I just afk to use the washroom or get a drink. Screw this shitty system.
I'm on my 6th Pedigree R160 at the moment.
Raw Data - Sagolii R160 race. Foul-weather Chocobo Rank 36, running on extreme left side of track the entire race. NO powerups used at all, no slow/frenzy inflicted on me, no hits by cactuars/peiste, 1 speed panel used. Weather conditions are per section of race unless otherwise stated. Lathered state kept at a minimum but made sure that remaining stamina is 0% at the end of each race.
Rain - Cloudy - Heatwave for remainder of race: 111.65s (1 favourable condition, 1 neutral, the rest unfavourable)
Cloudy - Sunshine - Cloudy for remainder of race: 111.88s (1 unfavourable condition, the rest neutral)
Heatwave - Cloudy - Heatwave for remainder of race: 112.39s (1 neutral condition, the rest unfavourable)
Heatwave - Fog - Heatwave for remainder of race: 112.23s (1 neutral condition, the rest unfavourable)
After that my Chocobo levelled up so data taken after that has to be separate :<
Hard to get raining weather for the entirety of the race. Just keep in mind this is a very small sample size.

Thank you for this, even the small samples. But all I see is that even on the 2 unfavorable condition races your time went up barely at all, where if I see rain on my p6 fair, i'm easily adding seconds. I added almost 3 seconds to my times with rain from the last bridge to finish line in sagolii...which is maybe 20% of the course?
Hmm so I guess it must have been the combination of my slight reduction in speed + favourable weather for competitors that gave me the impression that it was sluggish. Haven't gotten a fair-weather Choco since my pedigree 1 so I must have forgotten how it's like.
