Is it possible everyone is stuck at 6 dolls because a new quest has yet to be added to progress further? It's possible that further quests will be implemented a few days after the first one.

It is possible that they "time locked" doll pops to prevent high pop servers from completing the event far faster than smaller servers.

It may be limited to 2 dolls per 24 hours.

I doubt it.. Balmung has been at 6 dolls since late yesterday... and it's been over 24 hours since the 6th one popped up.
