    I agree, the easiest way I can imagine fixing this rule would be removing the deck restrictions whilst random rule is in play, so if you have a bunch of 4 and 5 star cards you could possibly end up with a stacked deck. Whereas currently you are restricted to only 1 3/4/5 star card (pre 60 cards) and the rest 2 or 1 stars, which generally leads to you getting 1 and 2 star decks with a 3 star if you are lucky. Landenel is possibly the worst for this, I think I had more success vs Rowena than him but they both are almost impossible to farm consistently, luckily Landenel doesn't drop any cards that you cant get from elsewhere. But Rowena drops Louisoix which makes it a pain to get.

    I would assume after 60 cards (currently at 52) you would have a bit more success as it allows 3 star cards across your whole deck which means you should get a few and only a 4 or 5 star then takes the restriction of a high value one. My main issue is that any npc with the random rule (regional or otherwise) should have a massive bonus on MGP points reward for winning as it is so much harder to win vs them over any other npc in the game, If beating Landenel gave 300 points or so it would make sense since you just have to draw and lose until you finally get a hand that can win. Maybe some kind of (2x 5x 10x) multiplier to MGP from the random rule.

    For instance
    Indolent Imperial: 30 fee. 18 Loss, 48 Draw, 120 win (-12 loss, +18 draw, +90 win)
    Landanel: 25 fee. 7 Loss, 21 Draw, 53 win (-18 loss, -4 draw, +18 win)

    Considering you can beat imperial over and over with occasional draws and Landanel is just random pot luck where 80% of the time you will lose due to getting a bum deck. Not to mention Drawing against imperial is the same reward as winning against the guy. Where is any incentive to ever play anyone with the random rule. Rowena has similar rewards to Imperial but it really is just pot luck, no strategy can win a game when your best card has a 6 their best side and their worst card is a 7 on their worst side.
