Yeah, there should definitely be something like this added. I was surprised when I first played and realized when pushing Select, I couldn't even access my duty finder or quests on the side of my UI any more when I'm playing a game, lol. That's kind of annoying, honestly. Sometimes I like to see how many are queuing up for the instance (if I've been waiting for 20 minutes and I'm still the only one queuing, even as a healer, I may want to withdraw and queue for something else), but I'm unable to do that if Triple Triad is up.
Definitely don't want this though. A lot of the time, I'm just playing a NPC for MGP, so I'd be upset if I waste 30 MGP every time a queue pops up ;w;
That would be cool if it could be tied to an emote for angrily throwing a deck of cards in the air.

Could just auto forfeit if your DF pops, that way it can't be abused and it doesn't hold up the queue.
Don't see a problem with refunding the mgp for a forfeit, like I said, so long as it's only for when a queue pops I don't see how it could be abused. Ofc you'd have to make sure people couldn't enter a queue when in a game but that shouldn't be too hard, just add the same check that applies to gather/craft classes.

I fail to see how, it's just like getting mgp back for a loss, draw or win. Simply add a 4th option.
