Who do you think has kept the airships in "testing" mode for so long? The Illuminati. Who is responsible for the tightening of gil received from leves? The Illuminati. They control all. They know all. I wouldn't be surprised if the thalassocracy , the sultante, and the seedseers were all merely fronts for the Illuminati.
